This reporter was a moron. You never reach out to pet a dog that doesn't know you and that is surrounded by strangers.

He should have put his hand down first and let Barney decide to come up and smell him and let Barney decide if he wants to be pet or not. Reach out at a dog that doesn't know you is an act of aggression and Barney responded properly for a dog.
